    "content": "Mr. Speaker, Sir, the second issue was the issue of the financial independence of the county assemblies. The county assemblies cannot properly exercise their oversight mandate over the county executive if they are queuing to be paid their salaries and other allowances by the same executive. Time has come for us to even amend the law so that we create financial independence for the county assemblies."
