    "content": " Mr. Speaker, Sir, Article 96(1) of the Constitution states that:- “The Senate represents the counties, and serves to protect the interests of the counties and their governments.” The county governments have two arms, the executive and the assembly. If we have to discharge this mandate, we should avoid any situation where we fall into a trap and be part of the connivance to capture county assemblies by the executive because he who pays the piper calls the tune.
