I want to urge the Chairman of my Committee, because I am a member of this Committee, and if he can stop giggling and listen, it will help. Otherwise, we will sit here and Sen. (Dr.) Khalwale and his Committee will continue doing secondary oversight when the primary oversight is dysfunctional and non-existent."
