    "content": "Mr.Speaker, Sir, my point of order is, first, to thank the Chairman for seeking the indulgence, but it is not by accident that these distinguished Speakers are here today. They are here because their services have been ground to a halt. The assemblies cannot perform the tasks that have been given to them by the Constitution. The House is asking that the Chair goes quickly not “ile Alhamisi ambayo haijulikani ” and bring a Statement here. We want county assemblies to function because it appears to me at least that there are efforts to stifle the activities of county assemblies by the executive. We would like funds to be released quickly so that they can perform their functions and oversight the executive in counties. This is so vital. Thank you, Mr. Speaker, Sir."
