    "content": "Mine would be that we go the way the Chairperson has said; let this report come and we shall look at it. The only other issue, perhaps, is that the Senate should communicate officially with the Controller of Budget and say “for now, we do not have ceilings” so that they remove them and release the funds to the county assemblies. Otherwise, we expedite ourselves coming up with the ceilings, consult CRA, if need be, and come up with them quickly. But for now, release the funds to the county assemblies."
