    "content": "Mr. Temporary Speaker, Sir, I join my colleagues in sending condolences to people who died in all the attacks and especially the last one. I also want to express concern about the unfortunate security situation in Mandera. These are now repeated attacks and deaths in large numbers. The life of the Governor is at risk. It is as if Mandera County is, as people there usually claim, not in Kenya. The people of the former Northern Frontier District (NFD) have over the years claimed that they are not in Kenya. But with the new Constitution and devolution, for the first time they have started feeling that they are Kenyans. This is because they are governed by their own people and resources are now trickling down to those areas. So, for Mandera, it is a new hope. But this new hope is being dashed by some militia which we cannot compare with our forces. They have become so powerful that now the whole county is under a curfew not because of an order of the President or Parliament, but by The electronic version of the Senate Hansard Report is for information purposes only.
