    "content": "Yes, I am on a point of order. Mr. Speaker, Sir, I know Sen. Kivuti is talking about a sentimental issue but on a more substantial issue, it is not just about baboons harassing women. We know that 95 per cent of farmers even around Lake Nakuru and the park are women. In my home area, for the last four seasons, they have not harvested any crop. They gave up because of baboons. In terms of operationalization of this Act, I am concerned about the timeliness because it is provided for as it is right now in law. It is now a year since it was signed into law. How long does the Ministry need to actualize these committees and why is it dragging its feet? As long as they are not there, they quote bottlenecks in law. We even removed the bottlenecks through the amendment but they still say we cannot do it because the Community Wildlife Conflict Committee is not in existence. How much time do they still need?"
