    "content": "Mr. Temporary Speaker, Sir, I beg to reply. First, I would like to thank all the Senators who have contributed to the discussion of this Bill. They have been very constructive and supportive systematically. I am one of those people who never benefited from going to a harambee school. My education at the basic level was provided for basically by my late parents, the colonial and the Independent governments. The idea that education should be provided using public funds without harambee has existed in this country for very long. The second thing is that we are not tabling this Bill to the House for approval to ban harambees. There has been a wrong notion as Senators observed, while discussing this Bill that it wants to ban harambees. It does not. Indeed, harambees are an example of social help through what you may call mutual societies that have existed for a long time."
