"content": "“94(5) No person or body, other than Parliament, has the power make provision having the force of law in Kenya except under authority conferred by this Constitution or by legislation.” Hon. Speaker, I am raising this matter because, as you may be aware, yesterday, some vacancies were announced at the Central Bank of Kenya by the Public Service Commission. They are vacancies for the Chairperson, Deputy Governor and Governor. To my mind, the vacancies have been advertised based on the Central Bank of Kenya Act, a copy of which I will give you. According to the Act, the announcement of the vacancies per se is an Executive function and has nothing to do with this House.
