    "content": "of Kenya Act says that there shall be a Governor who shall be appointed by the President through a transparent and competitive process and with the approval of Parliament. That is okay but Section 13 (c) (ii) of the Act says that a quorum for any meeting of the Board shall be the Chairperson, the Governor and three directors. Under Section 13 (b), the Act goes on to say that the Board shall appoint one of the Deputy Governors to act in the Office of the Governor whenever (a) the position of the Governor falls vacant in the period before a substantive appointment is made and (b) the Governor is temporarily absent from office. The same Act, under Section 14 says that no person shall be appointed as Chairperson, Governor, Deputy Governor or Director who is, in part (b), a salaried employee of any public entity except on secondment basis."
