    "content": "On the issue of monitoring the Budget implementation process, it is not even an issue of monitoring the process. We are monitoring the targets they are claiming they want to achieve. For some of us, we have been very diligent at following some of the targets, especially where targets relate to national Government function. Let me give this House an example. It is the role of the national Government function to increase the storage capacity in the water sector. In the Budget Policy Statement, the Ministry of Environment, Water and Natural Resources had said that they were going to add 2.4 billion cubic meters of water storage capacity in 15 years. However, in their Medium Term Framework (MTF) paper, they have indicated that they are going to add 50 million cubic meters of water. The Budget Policy Statement that was presented shows that the money allocated to the Ministry for water storage is for only two million cubic metres."
