    "content": "Thank you, hon. Temporary Deputy Speaker. I would request our friends in the Budget and Appropriations Committee that when we engage in the 2016/2017 Budget Policy Statement, they should come with a clear methodology, so that they can walk us through what they want to do and convince all of us that what they are doing is in the interests of the Kenyan public. Even, as we know, they cannot take care of everybody. The methodology will provide safeguards for picking out the areas that need most urgent attention. With those remarks, I support the Motion."
