    "content": "Hon. Temporary Deputy Speaker, I am normally very brief in what I say because I am very precise. Hon. Temporary Deputy Speaker, there is no provision for Kenya Police Reservists (KPR) in this document. We know there is a shortage of police officers. The UN standard policeman to citizen ratio is one to 450. We passed a Motion in this House and resolved that the KPRs should be paid. We do not have that provision in this document but I hope that when we come to the figures, we will provide for the KPRs, who will also be entitled to insurance cover. Coming back to the issue of cash transfer, hon. Members will agree with me that people work voluntarily. We should provide money for these people to be paid. I have not seen any provision for that purpose. I believe that we will take care of people who volunteer to work for us in cash transfers. They are complaining that they are not being paid. With those few remarks, I beg to support the Motion, as amended."
