The Senate under Article 96 has its mandate as oversight and legislation and allocation of money to the counties. That being our function, we must also be able to oversee how those funds are being used. As I speak, so many counties are having problems because of financial malpractices. Today some MCAs from Kisumu County were having misunderstandings because they think that money is being misappropriated.
