Basically, the relevant Standing Order on Statements is Standing Order No. 45, which says in 45(2) (a) that; “During Statements Hour- a Senator may make a Statement on a county issue or on an issue of general topical concern”. That is not the relevant one but; b) “a Senator may request for a Statement from a committee chairperson relating to matters under the mandate of the Committee and the Speaker may appoint a day of the statement to be made or direct that the statement be issued on the same day;” So, that relevant Standing Order does not say that if any person seeks a Statement from the Chairperson, the Chairperson must go and consult anyone else. There is nowhere it is written that you must go and see the Cabinet Secretary (CS) or any other public officer. But as a matter of practice, if you go ahead and seek that Statement - and that is what the Speaker ruled before – if you have to bring a Statement from the CS, it must be signed by that CS. But it is not mandatory that the Committee Chairperson answers that question by approaching a CS."
