I made the remarks that given the provisions of Article 114 of the Constitution, it is a proposal that requires to be taken before the Budget and Appropriation Committee. You can go and sit with the Committee, discuss, agree and report to the House. If it is approved without the benefit of consideration by that Committee, we will obviously land into trouble when it comes to the Budget Estimates and the preparations of the Appropriations Bill, which is anticipated under Article 221. That is why I made my remarks early in the morning. You had indicated yesterday.
