    "content": "I want hon. Jakoyo to listen to me. Somebody must provide evidence when he says that a Committee of this House has allocated itself Kshs3 billion. There is Kshs3 billion for public hearing.Yes, in my opinion, that is provided for in the Constitution, unless we do not want to follow it. Article 221 (5) says:- “In discussing and reviewing the estimates, the committee shall seek representations from the public and the recommendations shall be taken into account when the committee makes its recommendations to the National Assembly.”"
