    "content": "Hon. Members, some of you think that unless you have spoken the House has not spoken. Listen to me. Hon. Mutava Musyimi has made very valid points. I reminded you yesterday that this is the Budget Policy Statement. There is a Report on it. Your resolution as a House in terms of what the Constitution demands will go to the National Treasury which will take into account that resolution in preparing the Budget Estimates which will be tabled before this same House in accordance with Article 221. As a House, you will still have the opportunity to make whatever amendments that will come with those proposals, including the proposals and provisions contained in the Appropriations Bill. Indeed, I want to agree with hon. Mutava Musyimi."
