    "content": "Hon. Speaker, it is constitutional pursuant to the provisions of Article 221 to have public hearings. It is constitutional. However, if our brothers and sisters, the Members of that specific Committee take advantage and allocate money to their constituencies, this is going to be unfair. We need to promote fairness in this. So, I would propose that the Kshs3 billion, forget about the amendment on the loan that was read--- We are only interested in the Kshs3billion. It should go to each and every constituency. That money should go to the Constituencies Development Fund (CDF) and, therefore, to the 290 constituencies. That will rest this matter."
