    "content": "Mr. Speaker, Sir, I beg to give notice of the following Motion:- THAT, noting that the latest national population census indicates that there are about 1.8 million people aged over 60 years, a majority of whom are poor and cannot support themselves; aware that Article 57(d) of the Constitution makes it a requirement that the elderly receive reasonable care and assistance from their family and State; this House urges the Government to create a scheme to pay any person who is over 60 years and is not in receipt of a pension or any benefit from any organization or State agency an amount of not less than Kshs2,000 per month to enable them live in dignity and respect."
