    "content": "Thank you, hon. Speaker. Let me say that the Budget process must be an organized process. You should make a ruling that is not going to set a bad precedent in this House. My Chair mentioned how long it took us to go through these Budget Estimates. I listened to one of my friends, hon. Onyonka saying that, as a Member of the Defence and Foreign Affairs Committee, that you do not change proposals. The truth of the matter is that while in his Committee, he is allowed by law to change money from local travels to international travels whatever way he wants."
