    "content": "Hon. Speaker, there are only two Committees of Parliament that are mentioned in the Constitution. The others are provided for in the Standing Orders. The Constitution says that we will provide for Committees in the Standing Orders. Constitutionally provided Committees are the Constitutional Implementation Oversight Committee (CIOC) and the Budget and Appropriations Committee, which is referred to as a Committee of the House.
