I wish to move an amendment that the Motion be amended by deleting the word “urges” and substituting it with the word “resolves.” When we say we urge the Government, we are giving room to the Government to do or not do. However, when we have “resolves” then this House is dictating on the terms that we have to revert to the grading system. Without the grading system, we are not headed anywhere.
