"content": "or what are we talking about? I would want to know the criteria much as I support the amendment. Secondly, the system as it was, was okay. I want to agree with the Mover that the criteria should be clearly spelt out. As it is, we are leaving it open and it can lead to other problems. Much as I also want to take into consideration reports of task-forces in the education sector in this country, those reports have been sitting in the shelves. We cannot introduce them at this late hour because they are too many. We have had so many task- forces, including the previous one. Again, I do not know what they recommend that can be put into the ranking system. I would like to know specifically the criteria. I also want to know the various task- force recommendations so as to relate them to the ranking system. We are meandering and not getting clearly where we are going. I rest my case."
