    "content": "We should also introduce categories of schools where students learn under trees and schools which operate in other abnormal situations. It is the obligation of the Government of Kenya to provide teachers. The fact that a school does not have teachers is not failure of the school; it is failure of the Government. Therefore, we should not say that a school cannot perform yet it is the Ministry of Education, Science and Technology which failed to provide teachers at Mashuuru Primary School, which is very far from Kajiado, while so many teachers are packed in Kajiado. It is a question of distribution of teachers."
