    "content": "This sort of accountability needs even to apply within the education system. This is because we have focused more on churning out professionals, but when you think about the ethical and value-laded components, it becomes very critical that this Bill begins to take us to the process of being accountable and thinking through what we are doing with the resources that we have from the public and how we can demonstrate and use them effectively. It will also help us to utilize the various human resources and their capability at the various levels, across both the national committee and county committees that are going to be set. I believe that there will be human resources who will be employed there, who have the capability to ensure that local capacities, expertise and long-term trusts and relationships are built within those particular communities in the way they operate and promote everything they do. Lastly, it will also promote capital investment in economic terms, so that, at the end of the day, we know that what has been put together in a kitty is very critical and important for us to move to the next step.
