    "content": "Should the need arise to see what the public said, then the records from the Committee of the House which undertook the public hearings will be availed to the other House to consider. It is not healthy for each House to conduct public hearings purportedly to comply with the requirement for public participation. That is being addressed and we will be coming back to both Houses with appropriate Communication. With regard to the issue of money Bills, each House has a responsibility to make whatever findings in the process of legislation. Therefore, this House is perfectly entitled to make findings that comply with Article 114 of the Constitution as read out by hon. Mbadi."
