    "content": "Thank you so much, hon. Speaker. I rise to second this very important Motion. As I do so, I want to start by reminding us of the role of Parliament. One of the major roles of Parliament, according to the Constitution, is to protect the Constitution and to promote the democratic governance of the Republic. The Motion before the National Assembly today is very important. As the Chairman has said, we do not have a problem at all. In fact, in terms of qualifications, Dr. Samuel Njuguna Kabue is so able and so qualified to be a commissioner of the concerned commission. That is not in dispute. What is in dispute, and this you will find in our recommendations--- I want to read the recommendation for the House to hear. “That this House declines to approve the nomination of Dr. Samuel Njuguna Kabue as a member of the Commission because the process leading to his nomination does not comply with Section 11(5) of KNCHR Act No. 14 of 2011.” The electronic version of the Official Hansard Report is for information purposesonly.
