    "content": "This Committee is a creation of this House. We are required to do what is in the best interest of this House. I want to take my friend to Article 221(4)(5) of the Constitution which provides that: “(4) Before the National Assembly considers the estimates of revenue and expenditure, a committee of the Assembly shall discuss and review the estimates and make recommendations to the Assembly. (5) In discussing and reviewing the estimates, the committee shall seek representations from the public and the recommendations shall be taken into account when the committee makes its recommendations to the National Assembly.” That committee is the Budget and Appropriations Committee. Therefore, we are required by law to seek representations from the public and we have no option with those recommendations. It is not “may” but “shall be taken into account when the committee makes its recommendations to the National Assembly”. We are not yet at the stage of budget estimates. However, there is a Budget Policy Statement (BPS) before us. If we do not make a provision to take into consideration the representations from the public, we will not have money in the estimates to do the same. It is wrong to misrepresent facts and say that members of that Committee have allocated themselves Kshs60 million. Nothing can be further from the truth.
