    "content": "Thank you, hon. Speaker, for giving the opportunity. In seconding my able Chairman, the BPS sets out the broad strategic priorities and policy goals that should guide the two levels of government – the national and the county government - in their budgetary making processes. This is an annual exercise that runs into the medium term framework. On the same note, the BPS is a monitoring and evaluation instrument for policy makers and the Government to evaluate the efficiency and efficacy of the existing policies with a view to taking that as an opportunity to modify macro-economic indicators, adjust expenditure accordingly and look at the revenue raising measures that they may have pursued in the previous fiscal years with a view to accelerate service delivery to Kenyan citizens.
