    "content": "Hon. Deputy Speaker, this Committee proposes to give additional Kshs1.75 billion to Level 5 Hospitals. I want to congratulate them but this House has a duty to respond to rampant and wanton corruption taking place in our counties. At our hospital in Siaya, nothing is working. Rats are even eating corpses. We have given this money with a blanket. What we need and what we are going to do is putting in the Budget, when the Appropriation Bill comes here, a condition. We will not let these greedy Members of the Budget and Appropriations Committee have their way, even if it means going to court."
