    "content": "Sorry, hon. Speaker. I wanted to raise a point of order. When you spoke about the Senate’s wishes that we should incorporate the current budget policy--- I guess we are now complying with the court ruling. Since we are talking about the Budget, there is an issue which I thought at that point I should arrest because it has to do with the Budget; now that we are talking about the policy, we are about to talk of the “meat” in the Budget in the next few months. This is an issue that came up to the attention of Members in the last Budget, where there was an attempt by Members, and I do not see any Member of the Budget and Appropriations Committee here--- Hon. Mbadi will guide us since he is shouting. Hon. Speaker, some of your flock is so used to shouting in this Chamber. I wish you could rein in on them."
