Members, the Mason’s Manual on Legislative Procedure, 2010 Edition, Section 220, defines a question of privilege as one that relates to the body or to its members in such a manner as to affect proper functioning of the body. The Manual goes to note that:- “It is necessary that these questions be under immediate control of the body. They relate to the rights and privileges of the body or to any of its members in their official capacity, or to the comfort and the convenience of the body or its members in the performance of their official duties.” The Manual further indicates in Section 222 that questions of privilege take precedence over all other questions except a motion of adjournment or an objection to the quorum of the House.
