    "content": "According to the New Zealand House of Representatives Parliamentary Practice, “A Member may raise a matter of privilege at any time during a Sitting… and it must be in connection with something affecting the House or its Members in their capacity as such.” (Page 744). In addition, Section 100 of the Rules of the Philippines House of Representatives provides that questions of privilege are those affecting the duties, conduct, rights, privileges, dignity, integrity or reputation of the House or its members, individually or collectively."
