    "content": "In Clause 3(d), the Senate has merely defined a public entity. The new constitutional dispensation recognises the various levels of the Government namely, the county governments and the national Government. There are other institutions like the constitutional commissions, independent offices, State corporations and schools. They are merely expanding the definition of a public entity.
