I just want to add my voice and also mention that I do not like the word “disadvantaged persons” because such words can be misused and played around with. In South Africa, sometimes back there was something called “black empowerment” and in the process of registering their companies, people took drivers, cooks and house helps and put them there and in the end they were the ones who were doing business. The major people who were doing business were the same cartels who continued to do business.
