    "content": "There is some beauty in some of the proposals contained in this Bill although that beauty has been spoiled by the Third Schedule, which was arrived at without consultation. If consultation would have been done in arriving at the Third Schedule, the other clauses, for example Claus 6; would be amended by inserting Sub-section 6A, which states that for any county seats of government to be transferred, it would require the approval of two-thirds of the membership of the County Assembly. That is a good provision, if only we could tide up the Third Schedule."
