"content": "Mr. Speaker, Sir, this is a follow up on the issue raised by Sen. Kembi-Gitura. I am looking at Standing Order No.227 (2) which states:- “Whenever a Petition is committed to a Standing Committee, the Committee shall, in not more than sixty calendar days from the time of reading of the prayer, respond to the petitioner by way of a report addressed to the petitioner or petitioners and laid on the Table of the Senate and no debate on or in relation to the report shall be allowed, but the Speaker, may, in exceptional circumstances, allow comments or observations in relation to the Petition for not more than 20 minutes.” In view of this Standing Order which is very explicit and in which the word “shall”, has been used, the 60 days stipulated have already elapsed. Will the time still be valid or do we have to do this afresh to meet the requirement of this Standing Order?"
