    "content": " Thank you Mr. Deputy Speaker, Sir. I will be very quick. I thank the Senator for bringing this Motion. I was just talking to him. Looking at the Constitution, we probably would have set up a commission without bringing a Bill. However, it is neater to bring a Bill so that we set, clearly, the parameters within which to operate. The amendment of Article 188 does not necessarily need a Bill. As we pass the Motion, we must appreciate that there are many flashpoints between counties. The Kakamega-Nandi boundary is a problem. I heard hon. Sen. Khaniri talk about the Vihiga- Kisumu boundary. We also have Turkana-Pokot, the Pokot-Baringo, the Isiolo-Meru counties boundaries and many other places.
