    "content": "Mr. Speaker, Sir, I want to thank the Prime Minister for rising to the occasion, considering that people are really suffering due to the high cost of living and the escalating fuel prices. However, there is one issue that I would like to raise with the Prime Minister which, if not put in a proper policy frame work, will continue to create a problem in this nation. That is what we call in economics, the value chain. When we talk about the value chain we are talking about those who manufacture, import, distribute and retail. Therefore, if the policy framework is not in place for determining the cost of a unit, the prices will continue to go up because there is no policy guiding the way the price should be. We brought a Motion here to propose some controls on essential food stuffs but it was declined and yet we have seen that in controlling of prices, whether we remove imports or not, the prices do not come down. I would like a clarification from the Prime Minister on how to deal with the value chain of commodities with a very weak policy framework."
