    "content": "Mr. Speaker, Sir, I echo the same sentiments, but also alert Members to the fact that when you see petitions coming from MCAs to this House, that is an indication of the challenges that county assemblies are facing in dealing with county governors. We need to appreciate that the dynamics in the counties are making it very difficult for some of the assemblies, both in terms of capacity or other dynamics, to effectively carry out their oversight role. This is an indicator that there are challenges that county assemblies are facing that we, as a House, need to address."
