    "content": " Mr. Speaker, Sir, in appointing the Inspector-General of Police, Article 245 must be read together with Article 246. Those who have the Constitution can read it because I have constraint of time, let me carry on. When you say the NPSC shall recruit persons in the police service, it does not exclude the Inspector- General. They will interview, recruit and pass on to the President for nomination for appointment and then it will go to Parliament for vetting and eventual appointment. That is my point of view, you may have a different one but the Constitution says so."
