    "content": "Mr. Speaker, Sir, the Member for Imenti Central wanted to know how soon these policy measures will be implemented or how soon is soon? I have already said that the Memorandum is before the Cabinet and it will be approved in the next sitting of the Cabinet. It will then come to the House for discussion. The Member for Kinangop wanted to know what long-term measures we are undertaking. The long-term measures are contained in the Statement that I have issued here. How, for example, we will introduce subsidies in order to target particularly the poor and vulnerable in our society in order to help them. Mr. Speaker, Sir, we have talked about increasing our food production so that the country can be self-sufficient in food production. We have also talked about constructing dams to be able to harvest rain water during the times of excessive rainfall and it is flooding. That is when there are El-Nino rains. There are several other measures, some of which are contained in Vision 2030 and several Policy Statements that the Government has brought before this House to deal with this situation. So, I want to assure Mr. David Ngugi that the Government is seized of this matter and that the Government has got the capacity to deal with it."
