    "content": "Article 25 of the Constitution, the general rules of the international law form part of the Laws of Kenya. Kenya is signatory to the UNESCO Constitution as established under United Nations Charter, the UNESCO Charter on ranking and accountability. I just wish to say that since we are signatories to these instruments - the UNESCO Charter since 1964, the first degree should be recognized because we are part and parcel of the Charter. Also, the treaty is ratified in the Constitution and everything is provided for."
