Temporary Deputy Speaker, if you look at all the laws governing security organs, they emphasise that their composition must reflect the diversity of the Kenyan people in equitable proportions. I want my learned friend, hon. Chepkong’a, to read in particular Article 238(1). When we are dealing with Mr. Boinnet, when you look at the composition of the security organs, and we sit as a House thinking of him as a candidate, really, we are a House not keen on safeguarding that constitutional provision.
