    "content": "Hon. Temporary Deputy Chairman, I beg to move:- THAT, the Bill be amended by deleting clause (3) and substituting therefor the following new clause- 3. (1) This Act shall be applied for the development, management, implementation and regulation of mechanisms to enhance climate change resilience and low carbon development for the sustainable development of Kenya. (2) Without prejudice to the sub-clause (1), this Act shall be applied in all sectors of the economy by the national and county government to- (a) mainstream climate change responses into development planning, decision making and implementation; (b) build resilience and enhance adaptive capacity to the impacts of climate change; (c) formulate programmes and plans to enhance the resilience and adaptive capacity of human and ecological systems to the impacts of climate change; (d) mainstream and reinforce climate change disaster risk reduction into strategies and actions of public and private entities; (e) mainstream intergenerational gender equity in all aspects of climate change responses; (f) provide incentives and obligations for private sector contribution in achieving low carbon climate resilient development; The electronic version of the Official Hansard Report is for information purposesonly.
