Temporary Deputy Chairman, I beg to move:- THAT, Clause 4 of the Bill be amended─ (a) in sub-clause (1) by deleting the word “a” and substituting therefore the words “an unincorporated”; (b) by deleting sub-clauses (2) and (3) and substituting therefor the following new sub-clauses─ “(2) The Council shall be chaired by the President. (3) The Cabinet Secretary for the time being responsible for environment and climate change affairs shall be the secretary to the Council. (4) The directorate established under this Act shall serve as the secretariat to the Council.”"
