    "content": "I support these amendments, but I just have a point of concern. With the substantive removal of a Board which is very well explained and also the creation of a Directorate and a Cabinet Council, what we find in this Clause is that some of these things would actually be good if they were left to regulations. A case in point is how a notice can be given through the Kenya Gazette on the notification and approval of an action plan and things like those. I find that it is sometimes too deep to the point that it is over-legislating. Otherwise, it is a good proposal."
