"content": "Hon. Temporary Deputy Chairman, I really want to follow up on this issue of over-legislation. You know that the EMCA Act requires that this House passes the state of the environment report annually. However, this has never happened. So, we were looking for mechanisms to put in place a monitoring tool. That is why we seem to be over-legislating, but we are addressing some mischiefs that already exist in the environment sector. The reason why we are talking about details of gazettement---In fact, the details are even more. For example, the National Action Plan on Climate Change starts with the counties. We are giving them years on when they can report and produce a report then it fits in the national one for purposes of feeding into the international ones that he is mentioning. We may be appearing to over-legislate, but there are mischiefs that already exist in environmental governance in this country that we are trying to address."
