    "content": "Mr. Speaker, Sir, the other issue which I wish to raise is about the qualifications and experience of the Secretary to this Commission. The drafter of this Bill has basically given very basic qualifications to this very serious position. The basic qualifications includes, for example, that this person should have been in a managerial position for, at least, five years. You will realise that a managerial position includes even the very low positions in an organization. Five years is really a very short time for this person to obtain the necessary experience to run this serious Commission."
